Crikey, that's fucked up.

What's really fucked up is that this scheme is only one of many, and they have been going on for decades. Just you wait until the Banco do Brasil, Caixa and BNDES schemes blow up...

Well, it's politicians judging politicians, so it's not really a surprise she's been cleared. The ones who got charged with anything were the more like scapegoats than actually guilty.
